Military Family Morale and Welfare Protection Act of 2004 - Prohibits the Secretary of Defense from closing any commissary store, MWR retail facility (a morale, welfare, and recreation retail facility), or Department of Defense (DOD) dependent elementary or secondary school without the specific authorization of Congress by law.
Directs the Comptroller General to report to the congressional defense committees on DOD policy and criteria with respect to the closure of such stores, facilities, and schools, including whether such policy and criteria are consistent with DOD policies and procedures on the preservation of the quality of life of members of the Armed Forces.
