Requires the Comptroller General to conduct a study and report to Congress on: (1) the impact of price controls on pharmaceuticals by foreign governments, including the impact on market access for U.S. pharmaceuticals and on pharmaceutical prices for U.S. consumers; and (2) the extent to which negotiations conducted by the U.S. Trade Representative under the Bipartisan Trade Promotion Authority Act of 2002 facilitate the elimination of such price controls.
