Preparing Students for a High-Tech World Act of 2004 - Amends the Carl D. Perkins Vocational and Applied Technology Education Act of 1998 to reauthorize and revise its programs, including: (1) career and technical assistance to the States; and (2) Tech-Prep education programs.
