Expresses the sense of the House of Representatives that the U.S. flag should be displayed in each classroom or other similar educational setting in the United States (particularly if the classroom or setting accepts Federal funds) in any preschool program (including any Head Start or other early childhood development program), kindergarten, elementary or secondary school, or institution of higher learning, whether public or private.
