Genetically Engineered Organism Liability Act of 2003 - States that a biotech company shall be liable, and that the liability may not be waived or avoided, to any party injured by the release of a genetically engineered organism into the environment if the injury results from such genetic engineering.
Defines "biotech company" and "injury" for purposes of this Act.
