Family Dinnertime Protection Act of 2003 - Directs the Federal Trade Commission to modify telemarketing sales regulations to expand the calling time restrictions period for telemarketing telephone calls to the period between 5: 30 p.m. and 7: 30 p.m. local time.Requires the Commission to modify specified regulations in order to ensure that an outbound telephone call regarding suspicious or illegal activity in the account of a person does not constitute an abusive telemarketing act or practice.
