Provides that when the House of Representatives adjourns on any legislative day from November 25, 2003, and the Senate recesses or adjourns at the close of business on any day from November 24, 2003, through the remainder of the first session of the 108th Congress, they stand adjourned sine die, or stand recessed or adjourned until such day and time as may be specified by the respective Majority Leader or his designee.
