Stop Kids From Smoking Act - Allows the use of vending machines to sell tobacco products only in an area or establishment to which individuals under the minimum age are denied access. Defines the minimum age as 18, unless a State or municipality has established a higher age. Prohibits the sale of tobacco products to individuals under the minimum age. Declares that this Act does not preempt existing or bar future State or municipal laws banning all tobacco vending machines. Establishes a civil monetary penalty for violations of this Act.
