Amends the Legislative Branch Appropriations Act of 1999 to eliminate the requirement that the Public Printer make an additional contribution to the Civil Service Retirement and Disability Fund for each Government Printing Office employee to whom a voluntary separation incentive payment has been paid on or after April 1, 2003.
