Amends the Federal Power Act to authorize State regulation of intrastate sales of electric energy at wholesale prices, including fixing rates for such sales, if the electric energy is generated solely within that State for transmission and distribution solely within that State.
Denies the Federal Energy Commission (FERC) jurisdiction to regulate such intrastate sales of electric energy at wholesale prices to the extent that the State regulates those sales.
