Consumer Access to Information Act of 2004 - Prohibits the misappropriation of a database by classifying such misappropriation as an unfair method of competition and an unfair or deceptive act or practice in commerce under the Federal Trade Commission Act. Exempts from liability under this Act the provider of an interactive computer service that makes available information provided by another content provider. Excludes from coverage by this Act specified securities-related laws, authority, and information.
