Directs the Commandant of the Coast Guard to convey to the city of Ludington, Michigan, the Coast Guard 44-foot Motor Life Boat Vessel #44345 formally assigned to the Group Grand Haven Command. Requires, among other transfer conditions, that the vessel: (1) be used for educational and historical display; and (2) not be used for commercial transportation.
