Revokes Public Land Order 3442, dated August 21, 1964, insofar as it applies to specified lands in Imperial County, California (lands included in Cibola National Wildlife Refuge). Directs the Secretary of the Interior to resurvey and publish the new boundaries of the Refuge. Expands the boundaries of the Green Mountain National Forest, Vermont, to include specified parcels of land. Directs that federally owned lands added to the Forest by this Act continue to be managed in accordance with the laws applicable to the National Forest System. Declares that, for the purposes of the Land and Water Conservation Fund in the Land and Water Conservation Fund Act of 1965, the boundaries of the Forest, as adjusted by this Act, shall be considered to be the boundaries as of January 1, 1965.
