To provide for congressional disapproval of certain regulations issued by the Comptroller of the Currency, in accordance with section 802 of title 5, United States Code.

Declares that Congress disapproves the rule submitted by the Comptroller of the Currency relating to: (1) the scope of the Comptroller's exclusive visitorial powers over national banks; and (2) the exception for visitorial powers "vested in the courts of justice".
Declares that such rule shall have no force or effect.
