Amends the Tropical Forest Conservation Act of 1998 to authorize: (1) appropriations through FY 2007 for concessional loan debt reduction for developing countries with tropical forests; (2) specified amounts for program audits and evaluations; and (3) principal and interest payments in local currency (under the Foreign Assistance Act of 1961 and the Agricultural Trade Development and Assistance Act of 1954).
