Requires the Consumer Product Safety Commission, within six months of enactment of this Act, to promulgate a rule declaring mercury-containing toys to be banned hazardous products under the Consumer Product Safety Act. Defines "mercury-containing toy" as any toy or other product that contains mercury and is designed primarily for or marketed primarily to children.
