Duty Parity Act of 2003 - Amends the Tariff Act of 1930 with respect to adjustments to the base price used to establish "export price" (at which the subject merchandise is first sold (or agreed to be sold) before the date of its importation by the merchandise producer or exporter outside the United States to an unaffiliated purchaser in the United States (or an unaffiliated purchaser for exportation to the United States)) and "constructed export price" (at which the subject merchandise is first sold (or agreed to be sold) in the United States before or after the date of its importation by or for the account of the merchandise producer or exporter or by a seller affiliated with the producer or exporter, to a purchaser not affiliated with the producer or exporter).Revises the adjustment formula to reduce the base price by an amount attributable to any countervailing duties imposed under such Act which are incident to bringing the merchandise from the original place of shipment in the exporting country to the place of delivery in the United States.Applies this Act to goods from Canada and Mexico.
