Alcohol Without Liquid Machine Safety Act of 2004 - Prohibits the introduction or delivery for introduction into interstate commerce of any alcohol without liquid machine without premarket approval by the Commissioner of Food and Drugs. Requires approval only if the applicant demonstrates that the machine is safe. Defines an "alcohol without liquid machine" as a device designated or marketed for the purpose of mixing alcohol with oxygen or another gas to produce a mist for inhalation for recreational purposes.
