Expresses support for the goals and ideals of Anti-Slavery Day (February 27, 2004).
Encourages each city and State to adopt laws that: (1) protect slaves who are victims of human trafficking; (2) increase communication between social service agencies, local, State, and Federal law enforcement; (3) provide training and support to the public, social services providers, and law enforcement officials so that they can better identify trafficked persons.
