Water Quality Investment Act of 2003 - Amends the Federal Water Pollution Control Act to authorize appropriations through FY 2005 for grants for planning, design, and construction of treatment works to control or treat municipal combined sewer overflows and sanitary sewer overflows.Extends the requirements for a report on funding levels.
