Wildfire Response Act of 2003 - Authorizes the Secretary of the Interior and the Secretary of Agriculture to procure the services of military aircraft (and related Armed Forces personnel) to fight a wildfire without first making an otherwise required Armed Forces-commercial cost comparison.
