Authorizes appropriations for: (1) 15 specified urban empowerment zones; (2) five rural empowerment zones; and (3) 20 rural enterprise communities.Authorizes such funds' use for: (1) strategic plan implementation, including economic, infrastructure, workforce, and community development; and (2) matching grant payments.
