Black Canyon of the Gunnison Boundary Revision Act of 2003 - Amends the Black Canyon of the Gunnison National Park and Gunnison Gorge National Conservation Area Act of 1999 to revise the boundaries of the Park and the Conservation Area to add specified lands. Directs the Secretary of the Interior to transfer certain Park land under the jurisdiction the Bureau of Land Management to the administrative jurisdiction of the National Park Service. Directs the Secretary to transfer grazing privileges authorized for Park lands to private lands for which such Park lands are exchanged. Provides lifetime grazing privileges to the last surviving limited partner of LeValley Ranch Ltd., and the last surviving general partner of Sanburg Herefords, L.L.P. Provides that the Commissioner of Reclamation shall retain administrative jurisdiction over Bureau of Reclamation land, facilities, and roads in the East Portal (including the Gunnison Tunnel) and Crystal Dam areas for the maintenance, construction, replacement, and operation of water and power delivery facilities.
