Law Enforcement Partnership to Combat Terrorism Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to earmark not less than 25 percent of amounts made available under the "cops on the beat" program for programs, projects, and other activities to: (1) increase the number of, and enhance coordination among, law enforcement officers involved in intelligence activities for combating terrorism; and (2) provide specialized training to one intelligence officer and one analyst officer per grant recipient to enhance such officers' observation, intelligence gathering, foreign language, and analytic skills needed to focus on intelligence for combating terrorism.Directs the Attorney General to ensure that each such intelligence or analyst officer has a security clearance of not less than the "top secret" level.
