Extends until November 7, 2003: (1) the law making continuning appropriations for FY 2004; and (2) the waiver of certain conditions under the Department of Defense Appropriations Act, 2003 on the planning, design, or construction of a chemical weapons destruction facility in Russia
Repeals provisions of the Department of Defense Appropriations Act, 2004 authorizing the Secretary of Defense to: (1) transfer specified Army operation and maintenance funds to other activities of the Federal Government; and (2) enter into and carry out contracts for the acquisition of real property, construction, personal services, and operations related to classified projects listed in the Classified Annex accompanying such Act.
Enacts into law provisions of the following bills as passed by the House of Representatives: (1) the Agricultural, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2004; (2) the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2004; (3) the District of Columbia Appropriations Act, 2004; (4) the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004; (5) the Transportation, Treasury, and Independent Agencies Appropriations Act, 2004; and (6) the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 2004.
