Psychiatric and Psychological Examinations Act of 2003 - Amends the Federal criminal code to allow the psychiatric or psychological examinations required for the determination of mental capacity to stand trial and the determination of the existence of insanity at the time of the an offense to be conducted by clinical social workers.
