Expresses the sense of Congress that: (1) the executive branch should respect the independent decision-making right of member states on the Security Council, as well as the principle set forth in Article 2, Section 1, of the United Nations Charter, in its diplomatic exchanges regarding Security Council resolutions; and (2) members of the executive branch and Members of Congress should refrain from threatening such member states with possible negative consequences with respect to diplomatic, economic, and social relations with the United States as a result of any vote cast in opposition to the U.S. position concerning Iraq's compliance with Resolution 1441.
