Directs the Clerk of the House of Representatives to correct the enrollment of H.R. 5946 (Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006) by removing a rule of construction concerning the authority of the Department of Commerce and the Federal Communications Commission.
