Regional Traffic Gridlock Act - Directs the Secretary of Transportation to make grants to the National Capital Region Transportation Planning Board of the the Metropolitan Washington Council of Governments to carry out certain transportation projects to reduce traffic congestion and improve travel options in the metropolitan Washington region. Sets the Federal share of project costs at 75 percent. Authorizes appropriations.
