Prohibits interfering with, or attempting to interfere with, the ability of the flight crew of an aircraft in flight to see, or otherwise to impair the safe operation of an aircraft in flight, by illuminating the aircraft with a laser pointer or similar device. Makes exceptions for such illumination by: (1) an individual conducting research and development or flight test operations for an aircraft manufacturer or the Federal Aviation Administration (FAA); (2) Department of Defense elements conducting research, development, operations, testing, or training; and (3) an individual sending an emergency distress signal.
