Northern Plains National Heritage Area Act - Establishes in North Dakota the Northern Plains National Heritage Area. Directs the Northern Plains Heritage Foundation, the management entity for the Area, to submit to the Secretary of the Interior a proposed Area management plan. Authorizes the Secretary to provide technical assistance for the development and implementation of the management plan.
Prohibits private property from being included in the Area without owner written consent.
