Amends the Second Emergency Supplemental Appropriations Act to Meet Immediate Needs Arising From The Consequences of Hurricane Katrina, 2005 with respect to the authority of federal agencies (including the U.S. armed forces) to make purchases below the micropurchase threshold without securing competitive quotations. Repeals the increase from $2,500 to $250,000 in the micropurchase threshold for property and services for support of Hurricane Katrina relief and rescue operations.
