Recognizes the 60th anniversary of the United Nations (UN).
Encourages: (1) the UN to commit to structural reforms; and (2) the United States to serve in a leadership role at the UN summit in September 2005.
Requests the President to: (1) issue a proclamation calling on the people of the United States to observe the 60th anniversary of the UN; and (2) exert U.S. leadership to ensure that substantive UN reforms are adopted at the summit.
