Directs the Federal Energy Regulatory Commission (FERC), upon the request of the licensee for project numbered 7307, to extend until December 31, 2007, the time required for commencement of project construction. Instructs FERC to reinstate, effective as of the date of its termination, any license terminated before the enactment of this Act.
