Utah Recreational Land Exchange Act of 2006 - Directs the Secretary of the Interior to convey specified federal land in Grand, San Juan, and Uintah Counties, Utah, to the State of Utah in exchange for specified non-federal land in such counties. Requires conveyance of the parcels of the federal land and non-federal land in three phases as prescribed by this Act. Requires any conveyance of a parcel of federal land or non-federal land under this Act to include the conveyance of water rights appurtenant to the parcel conveyed. Sets forth provisions regarding: (1) the valuation, appraisals, and equalization of the federal land and non-federal land to be exchanged; and (2) the administration of the non-federal land after the exchange, including mineral revenues, grazing permits, and hazardous materials. Authorizes appropriations.
