Phone Records Protection Act of 2006 - Amends the federal criminal code to prohibit the intentional sale or fraudulent transfer or use of the records of a customer of a telephone service provider. Imposes a fine and/or imprisonment of up to 10 years. Exempts law enforcement agencies. Defines "telephone service" to include cellular phones, broadband, and specialized mobile radio service.
