Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 2009, the duty on Aqueous polyurethane dispersions containing 39% or greater content of Propanoic acid, 3-hydroxy-2-(hydroxymethyl)-2-methyl-, polymer with 2-[(2-aminoethyl)amino]ethanesulfonic acid monosodium salt, 1,6-diisocyanatohexane, diphenyl carbonate, 1,2-ethanediamine, 1,6-hexanediol, hydrazine, methyloxirane, oxirane and 1,2-propanediol, 2-(2-butoxyethoxy)ethanol-blocked (Bayderm Bottom DLV).
