Foreign Language Training Act of 2006 - Directs the Secretary of Homeland Security to expand the language arts program at the Federal Law Enforcement Training Center in Artesia, New Mexico, to provide foreign language education training for Department of Homeland Security and federal law enforcement personnel. Authorizes the Secretary to construct a language arts facility at such center.
