Aeronautics Research and Development Revitalization Act of 2005 - Directs the National Aeronautics and Space Administration (NASA) Administrator to establish, and provide Congress a plan for the implementation of, certain initiatives to develop technologies that would: (1) significantly reduce aircraft noise, fuel consumption, and harmful emissions; (2) enable overland flight of supersonic civil transport aircraft with certain performance characteristics; and (3) create significantly safer, quieter, and more environmentally compatible operation of rotorcraft and other runway independent air vehicles from a wider range of airports and under a wider range of weather conditions.
Directs the Administrator to arrange with the National Research Council to assess federal wake turbulence research and development programs.
Directs the Administrator to award grants to institutions of higher education to establish one or more Centers for Research on Aviation Training.
