Directs the Secretary of Homeland Security to establish between one and three National Transportation Security Research Centers at institutions of higher education to conduct research and education, and to develop or provide professional training (including the training of public transportation employees and public transportation-related professionals), with emphasis on utilization of intelligent transportation systems (ITS), technologies, and architectures.
