Calls for the Secretary of Health and Human Services to promulgate as expeditiously as possible the regulations required under the Public Health Service Act that would: (1) require facilities dealing with individuals with mental illness to ensure that there is an adequate number of qualified staff to evaluate patients, formulate treatment plans, and provide active treatment measures; (2) require that appropriate training be provided for the staff of such facilities in the use of restraints and any alternatives to the use of restraints; and (3) require that such facilities provide complete and accurate notification of any deaths occurring after restraint or seclusion of a patient.
