National Emergency Management Restoration and Improvement Act - Establishes the Federal Emergency Management Agency (FEMA) as an independent establishment in the executive branch.
Requires the FEMA Director to be appointed, by the President, by and with the advice and consent of the Senate, from among persons who have significant expertise in the area of emergency preparedness, response, recovery, and mitigation as related to natural disasters and other national cataclysmic events.
