Help Our Patriots Employment (HOPE) Act of 2006 - Amends the Internal Revenue Code to: (1) include veterans entitled to compensation for a service-connected disability as targeted group members for purposes of the work opportunity tax credit; and (2) increase from $6,000 to $12,000 the amount of first-year wages eligible for the work opportunity tax credit in the case of a veteran with a service-connected disability.
Authorizes additional appropriations for FY2008 and FY2009 to operate the National Veterans' Employment and Training Services Institute.
