Directs the Secretary of Health and Human Services to provide technical assistance, guidance, and resources to assist in providing Head Start services to children affected by Hurricane Katrina (HK), to Head Start agencies that: (1) are in HK-disaster areas; or (2) receive a significant number of such children from such areas. Provides that the Secretary, for the period up to March 31, 2006, and so far as the Secretary considers appropriate: (1) may waive Head Start Act provisions limiting the federal share of funding; and (2) shall waive documentation requirements for HK- affected children who participate in Head Start and Early Head Start programs.
