Interrogation Procedures Act of 2005 - Prohibits any individual in the custody or control of the U.S. government, regardless of nationality or physical location, from being subject to cruel, inhuman, or degrading treatment or punishment.
Prohibits any person in the custody or control of the Department of Defense (DOD), or under detention in a DOD facility, from being subject to any treatment or technique of interrogation not authorized by and listed in the U.S. Army Field Manual on Intelligence Interrogation.
