H.Con.Res.446 - Requiring consideration of the most recent financial report of the United States Government in the preparation of the budget of the Government.
Requires the House and Senate Budget Committees, in preparing the annual concurrent resolution on the budget, to take into account the most recent financial report of the federal government.
Requires the President, in preparing his annual budget submission to Congress, also to take such report into account.
Requires the Committees and the President especially to take into account any information regarding the government's net operating cost, net position, and long-term liabilities.
