Amends the Higher Education Act of 1965 to provide for forgiveness of Federal Family Education (FFEL) loans and Ford Federal Direct (student) loans to any borrower who has been employed as a full-time school superintendent, principal, or other administrator for five consecutive complete school years in a school district in a low-income area.
