Small Business Disaster Relief and Recovery Participation Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to the use of local contractors and nondiscrimination in relief and recovery from major disasters, emergencies, or terrorist events.
