Requires the President's budget submission to Congress to include a separate statement of the proposed budget authority and budget outlays for the Privacy and Civil Liberties Oversight Board.
Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to limit the authorized amount of appropriations (currently, whatever is necessary) for the Board to carry out its functions.
