Referred to the Committee on International Relations, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
Authorizes the President, upon making specified determinations, to exempt a certain proposed cooperation agreement with India from requirements of the Atomic Energy Act of 1954 (AEC) regarding: (1) mandatory maintenance of International Atomic Energy Agency safeguards for nuclear materials in peaceful nuclear activities; (2) certain additional export criteria and procedures; and (3) conduct resulting in termination of nuclear exports.
Renders any such determinations without effect if the President finds that India has detonated a nuclear explosive device after enactment of this Act.
